In 1980, the South African Mint decided to mint fractional Krugerrands, including the Half, Quarter, and Tenth Krugerrand. To commemorate the introduction of these fractional Krugerrands, the 1980 fractional Proof Krugerrands were only sold as a set.
Only 60 sets were minted on September 23, 1980, by the Minister of Finance, Prof. Owen Horwood. These sets were sold in a special VIP-marked green South African Mint case.
This makes the 1980 Proof Krugerrand set extremely rare and valuable.
One ounce 1980 Proof Krugerrand
As the value of bullion Krugerrand coins is very much tied to the price of gold, it is difficult to determine the price of a 1980 Proof Krugerrand. However, a reasonable estimate for a 1980 Proof Krugerrand would be about 105% of the gold price. It is worth considerably more if it is part of the fractional Proof Krugerrand set.

Half ounce 1980 Proof Krugerrand
Only 60 half-ounce Proof Krugerrands were minted and sold as a set with the other fractional Proof Krugerrands. I have seen very few sales, but I would estimate that the set would be worth $10,000 to a collector. Just the 1/2 oz coin alone would be estimated at around $4,000.

Quarter ounce 1980 Proof Krugerrand
As above, with only 60 quarter-ounce 1980 Proof Krugerrands being minted, the value would be around $2,000. As a complete set, they would be worth $10,000.

Tenth ounce 1980 Proof Krugerrand
The tenth-ounce 1980 Proof Krugerrand would be worth around $1,000 on its own. As part of the complete set, I would estimate its value at $10,000.
